"Mr President, ladies and gentlemen, the subject of our debate today is a summit that has been postponed, and I hope that that postponement is a sign of ambition because we need ambition. The Commission has understood this. In the week in which we voted on the six-pack which, in line with good Polish tradition, became a true Copernican revolution, the President of the Commission, Mr Barroso, gave an ambitious State of the Union speech, as a passionate European, and today he presented his road map to us. Parliament, too, has understood the situation and will make it clear tomorrow, in a brief resolution, that the circumspect, step-by-step approach, which can work in ordinary times, will not give us any respite in this particular time of crisis. Only a comprehensive crisis plan, with both acute and structural and institutional measures, will break the cycle of mistrust. What I expect of us, members of the European Parliament, is that we will be able together to adopt a robust text for the resolution. I expect the President of the Commission to be just as courageous and convincing at the European summit as he was here with us, and I ask the Heads of State or Government that, instead of continually proclaiming that we are all interdependent, they also act consistently in that spirit. Acting consistently means acting quickly by agreeing an overall European plan that will really help us lift ourselves out of this crisis and put an end to a Union which is increasingly being governed by markets and uncontrolled credit rating agencies. Mr President, only if the summit that has been postponed becomes the summit of regained ambition will despair turn into hope, mistrust into trust, and will we be able to set a credible foundation for our European project of peace and prosperity."@en1
