"Mr President, in a few days’ time, we shall have yet another ‘historic’ European Council, to follow on from many previous ‘historic’ European Councils, including the European Council on 21 July. May I remind you that we said that the decisions adopted at that Council were a comprehensive, cohesive and realistic response both to the Greek problem and to the overall management of the debt crisis. Three months later, as the crisis spreads and, as the President of the Commission said, becomes systemic, these decisions are still pending and are even being openly contested in certain quarters. Obviously, we are doing something wrong either in terms of the content of the decisions we are taking or in the methodology we are using. The President of the Commission said today that we urgently need a comprehensive and credible solution and he outlined the road map which the European Commission will present to the European Council on 23 October. However, Commissioner, the question is: can we guarantee today that these decisions will not go the way of previous decisions and will be applied promptly and cohesively? More importantly, can we reverse the impression being created that we are prejudging and prioritising the rescue of the banks, of the financial system, rather than the rescue of states and citizens?"@en1
