"Mr President, I also want to give an explanation of vote, because the resolution on Palestine was agreed by a show of hands, and so my own position was not recorded in the minutes.
I am unable to support this resolution. I cannot support the way it is worded because, although it urges the parties concerned to return to the negotiating table, which, in itself, is a positive move, it has already started to determine the borders of the states involved and, for example, the status of Jerusalem.
We have to remember that a precondition for lasting peace and an increase in trust between the parties is that the terms of the peace agreement are not dictated externally: that is to say, the parties should agree on them among themselves. Consequently, the resolution has failed in this respect. If the Member States of the EU recognise a Palestinian state not built on agreement between Israel and the Palestinian administration, it will be a particularly irresponsible and biased act and will not lead to constructive development in the region."@en1
