However, the Commission should consider maintaining a high rate of cofinancing so that Member States with budget austerity programmes, like Romania, can also have access. With an unemployment rate of more than 7%, but below the European Union average, Romania must adopt an effective professional retraining strategy. At the same time, the fund’s scope of application must also be extended to other sectors such as agriculture.
