"Everyone here agrees that the scheme for food distribution to the most deprived persons in the Union (PEAD) is a tangible and effective demonstration of the solidarity of the Union. Unfortunately, a minority of irresponsible Member States are persisting with their blockade in the Council for ideological and financial reasons. Today, the citizens are watching us and they do not understand why Europe is not doing more to step up to the challenge of poverty. This political posturing, at such an inopportune moment, is terrible for the image of the EU. At a time when, with winter approaching, the vulnerability of the most deprived is at its highest, we are jeopardising the essential work of the European food banks. Although this programme represents only 1% of the budget of the common agricultural policy (CAP) and benefits more than 13 million Europeans in need each year, the idea that savings can be made at its expense therefore seems to me totally inappropriate and intolerably cynical. The ball is now in the court of the Council, which absolutely must come to its senses at the next meeting of agriculture ministers. As the Commission and Parliament have proposed a new legal basis to maintain this programme, the Council can no longer hide behind the law"@en1
