"Mr President, Commissioner, we have spoken this morning about the state of the Union and terms such as confidence, credibility and solidarity were frequently used. How cynical it would seem to the citizens of Europe if we were now simply to say, because the legal situation seems to be unresolved, that they will have to go hungry until it has been sorted out.
If we want to turn what we said this morning about a renaissance and about belief in the European Union into reality, we must not hesitate in this case. There may be other legal solutions, but they lie in the future. For the present we need to distribute food to needy people. We need the people to have confidence in us and the people need something to eat."@en1
