"Mr President, Commissioner, the ruling by the Court of Justice of the European Union has made the need to continue this programme quite clear. What is more, the new financial perspectives for 2014-2020 support its continuation, making it part of the poverty reduction objective. We need to press ahead with changes to the current regulation so that, while maintaining its fundamental elements, we can draw up an implementation mechanism that allows us to improve the planning of this programme. It is vital that, within the framework of our farming policy, these food staples continue to reach the more than 18 million European citizens who face social exclusion. Parliament should send a wake-up call to the blocking minority in the Council. We have heard the term ‘solidarity’ mentioned many times throughout the day. We believe it is one of the EU’s fundamental values, which starts with every citizen’s basic right to food. We must not allow the short-sightedness of a few to put paid to an instrument that is needed now more than ever, and let us not forget that sometimes the greatest benefits come from people’s conscience, not their wallet."@en1
