"Mr President, beyond all the fine speeches we hear here there is a double black stain on the European Union. Firstly, can we go on recognising the rise in poverty as nothing more than a natural phenomenon? Rather, I believe that it is the mark of the failure of an ultraliberal Europe, and austerity will only make the situation worse. Secondly, there is an impending food disaster, because we are making ready to abolish food aid to the poorest at a time when it should be increased. What exactly is at issue here? We are planning to spend less than EUR 500 million to enable 18 million people to eat at least once every two days, when a programme has been put in place to allocate EUR 440 billion to protect the banks. Admittedly, Commissioner, there are fewer agricultural measures, as was said earlier, but there are still export subsidies. There are, therefore, appropriations. On the other hand, we can also open a new chapter entitled ‘Social cohesion: aid for the most disadvantaged’. However, that cannot, I believe, be done by reducing social funds and cohesion funds."@en1
