"Mr President, the European Council of Ministers for Agriculture failed to oppose a reduction of 75% in food aid to the most deprived. Seventy-five per cent! What we see on the ground is that the blocking of this programme by a minority of Member States arouses outrage, incomprehension and exasperation among members of the public, charities and their volunteers and, of course, beneficiaries. This situation undermines the credibility and image of the Union. Our citizens are aware that Europe is devoting a great deal of energy and resources to reassuring the markets, as demonstrated in the speech given by Mr Barroso this morning, and that it is mobilising less and less to come to the aid of the populations hardest hit by the crisis. That gives rise to a feeling of injustice and mistrust of the European institutions, which is potentially explosive, socially and democratically. Commissioner, as you said, Parliament has taken its responsibilities seriously, as has the Commission. It is now up to the Member States, including France, whose leaders are shedding crocodile tears over this programme, to reach agreement. If they so wish – as you said, Commissioner, it is matter of political will – on Monday this matter will be closed in the Council of Ministers for Employment and Social Affairs. It should never have been opened out of solidarity and respect for the beneficiaries."@en1
