"Mr President, the first lesson that I learnt at university, which was taught to me about economics, was that there is no such thing as a free lunch. Bulgaria has 2.5 million pensioners. I have told you many times and I will say it again that the average pension in Bulgaria is EUR 150. When the charges for communal services and medication are deducted from this amount, there is virtually nothing left for food. If Mr Sawicki’s statement is true that it costs one euro for each citizen of the European Union to participate in the programme, this means that Bulgarian pensioners have contributed EUR 2.5 million from their money, which is inadequate even without this contribution. At the same time, the programme in question does not operate in my country. Even though I want to add my voice to those of all my colleagues who spoke before me and I think that this programme must be continued, I would like to call on the Commissioner and the Commission to take measures to make this programme available to all the European Union’s citizens in need in every Member State. I also thank Ms Zimmer for naming those countries which are currently blocking the decision in the Council. Since she mentioned them quickly due to the short duration of her speech, I would like to ask Mr Sawicki to repeat the names of these countries so that all of us and all European citizens who are here in the gallery and are watching us on the Internet can also hear who is blocking this decent social decision."@en1
