"The European Commission and the World Health Organisation have repeatedly received complaints about infringements of human rights and widespread discrimination based on sexual orientation and gender identity, both in the European Union and in third countries. Obviously, action by the UN notwithstanding, there are serious problems and the Members States need to commit to more effective anti-discrimination policies, by adopting legislative acts that guarantee protection for diversity, by cooperating with each other and by exchanging best practices with third countries. However, attention must be paid both to sources of funding to promote such cooperation and to preferred definitions and references, especially on the question of sexual orientation and gender identity. That is why I rejected amendments which do not safeguard these conditions, but voted in favour of the report as a whole."@en1
