"Respecting, transposing and upholding the universal nature of human rights is part of the ethical and legal
of the European Union and one of the cornerstones of European unity and integration. Despite that, in the European Union and third countries there are daily instances of human rights violations based on sexual orientation and gender identity. The EU and its Member States should guarantee human rights in their own policies and procedures in order to strengthen the EU’s position and its credibility in the UNCHR. The EU attaches a great deal of importance to universal and inviolable human rights and has included the issues of sexual orientation and gender identity as part of its activities in the UN, in regional bodies and in some of its bilateral dialogues on human rights. Despite this, a number of the contracting bodies of the UN monitoring human rights, special rapporteurs and agencies, as well as the general secretary of the UN and the UN High Commissioner for human rights have expressed major concern at the human rights violations that lesbians, gays, bisexuals and transsexuals all over the world encounter. I therefore believe that this situation should be dealt with holistically and that the Commission draw up a comprehensive plan for combating homophobia, transphobia and discrimination on the basis of sexual orientation and gender identity."@en1
