I voted against the report on the proposal for a directive on the requirements for budgetary frameworks of the Member States because the whole economic governance package only introduces austerity measures and does not give Member States the chance to invest in economic growth and job creation measures. To ensure the smooth operation of the EU’s budget surveillance framework, it is important to have available publicly the fiscal data, official macroeconomic and budget forecasts, as well as the methodologies, assumptions and parameters on which these forecasts are based. Other requirements include adopting the international public sector accounting standards and the professional independence of the national statistics authorities and national courts of auditors. It is important that the methodologies, assumptions and parameters which underpin the Commission’s macroeconomic and budget forecasts are made public, and that the level of Member States’ debts and deficits, along with their progress, is published at least every quarter by Eurostat. However, I think that the Commission’s role is to coordinate Member States’ macroeconomic and budgetary policies so that they comply with the Stability and Growth Pact. The Commission may, using the tools it has available, make improvements to the national statistics authorities’ operation, but must not replace them."@en1
