It also introduces budgetary planning rules for the Member States. The report does not regard budgets as an instrument for improving the economic situation of the Member States. Reducing the debt and balancing the budgets are regarded as ends in themselves and ignore the option of using budgetary policies to correct macroeconomic imbalances. The directive reduces the ability of national governments to respond to economic shocks. That is why I voted against it."@en1
