"− The current economic, financial and social crisis has demonstrated that the European Union’s current economic governance model has not worked: the surveillance framework has shown itself to be very weak and the rules of the Stability and Growth Pact have not been respected. I therefore agree with the package of measures that the Commission has submitted on economic governance, which should have a key role in the prevention of future crises and in strengthening European competitiveness and economic growth. I am voting for the excellent report by Mr Feio on speeding up and clarifying the implementation of the excessive deficit procedure. The aim of the excessive deficit procedure is to avoid excessive budget deficits, and, if these occur, to correct them swiftly. I welcome the call for the process by which the Commission publishes its recommendations to be sped up. I believe that it is important for the Commission to maintain constant dialogue with the authorities of the Member States, and there should also be the possibility of carrying out missions aimed at assessing the actual economic situation of the Member State and identifying potential risks or difficulties that it may have in meeting the objectives of this regulation. I am in favour of the Commission being given the opportunity to carry out additional surveillance, and the European Central Bank being able to play a part in those visits."@en1
