"The report we are discussing today is particularly important as it concerns the adoption of the package of legislative proposals on economic governance aimed at establishing a robust framework for the next decades, guaranteeing compatibility between fiscal discipline and the economic growth of the European Union. The comprehensive economic governance framework should support and be compatible with both the EU strategy for growth and jobs and the goal of improving the competitiveness of the Member States and social stability in every region of the Union. Experience gained during the first decade of functioning of the Economic and Monetary Union shows the need for an improved economic governance framework which should, in my opinion, be built on two main elements: stronger national ownership of commonly agreed rules and policies and a more robust EU national economic policy surveillance system. Moreover, I welcome the provision of sanctions to punish fraud or unwillingness to act on the basis of agreed recommendations without a reasonable explanation. Lastly, I would argue that the improvement of the economic governance framework must be accompanied by greater regulation and surveillance of the financial markets."@en1
