This is also part of the legislative package aimed at reinforcing the economic governance in the EU and the euro area, and there has been a vote on this draft opinion on the effective enforcement of budgetary surveillance in the euro area. I voted for this report because I essentially share the rapporteur’s concerns, particularly as regards amendments pertaining to the following key issues: 1) the enforcement of budgetary surveillance should always be subject to requirements related to the promotion of a high level of employment; 2) the guarantee of adequate social protection and the fight against social exclusion; 3) enhanced budgetary surveillance through an enforcement system should be composed not only of fines – sanctions – but also incentives; 4) a strengthened role for the European Parliament, as well as that of national parliaments throughout the surveillance process. I would like to highlight the fact that the Council will be obliged to publicly justify its reasoning in Parliament whenever it does not follow the recommendations of the Commission in relation to situations where the Stability and Growth Pact has been contravened."@en1
