"With the enlargement of the EU to Bulgaria and Romania, it has become necessary, in terms of external policy, to reformulate agreements on tariff arrangements concluded with third countries. According to the General Agreement on Tariffs and Trade, ‘the purpose of a customs union or of a free-trade area should be to facilitate trade between the constituent territories and not to raise barriers to the trade of other contracting parties with such territories’. The aim of the agreement in the form of an exchange of letters between the European Union and New Zealand falls within the context of renegotiation, with a view to rebalancing the range of rights of both contracting parties, within the framework of the common tariff quota. The products concerned in this agreement are the meat of sheep or goats, and high-quality beef. I voted in favour because I agree with the aim of this agreement."@en1
