The payments are taken from an unused EERP energy project budget line which is unrelated to the funding required for management of migration flows. This money should come from reserves that are set aside for this purpose. It makes the EERP energy project line look like a hidden reserve intended for other purposes and in an audit would set alarm bells ringing."@en1
