"Mr President, ladies and gentlemen, the regulation that we have adopted on the prevention of macroeconomic imbalances among the 27 countries is certainly a departure from the previous situation. It establishes rules and checks and, in particular, it introduces the concept of symmetry, which means that the Commission must assess not only deficits, but also surpluses. In practice, contrary to the commonly held view that there a few bad countries, such as Greece or Italy, countries such as Germany and the Netherlands are also being placed under supervision due to their overly low levels of domestic consumption. Furthermore, the regulation has an essentially federalist outlook and hence stresses the notion of fairness, which we believe is one of the positive elements that characterise the future of Europe and of the Member States – fairness and solidarity, which will be the preconditions for European growth."@en1
