".
The European Union is primarily about its 500 million citizens, united by the desire for peace and prosperity and by confidence in the European social model. At the moment, the European Union has 23 million citizens who are unemployed and 80 million citizens exposed to the risk of poverty. One young European in five is unemployed. Europe’s citizens fear for their own and their children’s future. European families are facing rising prices, particularly for energy, transport and food, with their incomes falling, causing a decline in their standard of living.
Member State governments have reduced education and health budgets due to the economic crisis, with thousands of schools and hospitals being closed and specialist staff made redundant.
Furthermore, Member States in the process of fiscal consolidation are finding it hard to secure cofinancing for European projects, showing a low rate of absorption of European funds. This is the current state of the Union.
The EU and Member States must invest, as a priority, in education and health care, but must also ensure the development of transport, energy and communication infrastructures and, last but not least, agriculture. It is only by adopting bold programmes and policies that we will be able to create jobs and meet the aspirations of Europe’s citizens."@en1
