"Mr President, I would like to thank you for your clear statement on the Community method, Mr Barroso. We should remember that when the Stability and Growth Pact was breached and when the Schengen Agreement was breached by countries such as Denmark, one thing became clear: it is the Member States which are breaking the rules via the Council. If we want to restore credibility in the markets, we must follow the rules. The potential offenders are not able to do this. This is why we must strengthen the institutions of the European Union. I believe that we need to make that clear to the public and not the other way around. I would like to thank you for this. My second point is that the Councils of Ministers are handing over more and more responsibility to the European Council when the situation gets difficult. Now there is a proposal to introduce a European Council of the 17. We have been fighting for 25 years in the European Union for majority voting in the Council of Ministers and now we are reintroducing the unanimity rule via the European Council. The European Council and the intergovernmental method not only involve a lack of democracy and transparency, but also inefficiency. We must also make this clear to the public and I would like to thank you for this."@en1
