"Mr President, today we need to decide if the Union is in a better state than it was last year. Unfortunately, the answer is that it is not. Europe, both in the eyes of European citizens and on the international scene, seems to be weaker and more vulnerable in the face of the crisis. The economic debate is marked by indecisiveness, doublespeak and an inability to take bold decisions which, when they are taken, albeit belatedly, are called into question the very next day. On the issue of the area of security and freedom, we have seen unilateral acts which directly call the Schengen Agreement into question. At the level of the common foreign policy, this year has demonstrated once again Europe’s inability to speak with one voice.
Mr President, Greece has undertaken to discharge its obligations in full but, if the Greek people are to stay on the difficult path of sacrifice, the message from Europe must be clear and unequivocal, just as your message was today."@en1
