"Mr President, this debate on the state of the Union comes at a critical time; as others have already said, it is the worst in the Union’s history. Therefore, although the state of the Union is not good, I join those who have expressed their conviction that the unrest that can be felt throughout Europe is not a result of what Europe does, and much less what Europe says – which is often applauded in this Chamber – but rather the lack of Europe, what Europe does not do, and the contradiction between what it says and applauds, and what it actually does. Our governments talk about making difficult decisions. They impose those decisions on the citizens, but they do not impose them on themselves. Are they willing to give up their short-sightedness and short-termism, their strictly local and national interests, in favour of necessary solutions? Are they ready to do what has to be done, rather than doing too little too late, in a fragmented way and in the wrong direction? Furthermore, I might add that it is not true that in order to do what must be done, it is necessary to reform the Treaties. Absolutely not. I agree with those who believe wholeheartedly that there was a time when we did not have instruments, but we did have determination and will. Now we have the instruments, but we are lacking the will and leadership."@en1
