"I would like to underline three main ideas. First of all, I consider that the perspective of membership should be the silver thread that guides our relations with the Eastern neighbours. Not only do these countries belong geographically to our continent, but they are deeply interlinked with the EU through both history and culture. Enlargement has been the most successful foreign policy tool of the EU and can serve as a strong incentive for internal reforms aiming to reach deep democracy in these countries. Nevertheless, we all understand that membership of the EU will not be accomplished tomorrow. Not only because of the enlargement fatigue, but also because these internal reforms take time and sometimes steps forward can be followed by steps backwards, as the case of Ukraine proves so clearly. This is why we should pursue firmly the objective of visa liberalisation in order to provide people-to-people contacts. A democratic evolution of these countries through emulation of already set standards can only come along in this way. Finally, we should apply the principle of ‘more for more’, encouraging countries such as Georgia or Moldova, that have made significant progress lately and whose willingness for reform must be wholeheartedly welcomed."@en1
