Mr President, first of all, I do not really see how taxing Luxembourg investment funds serves this debate. Luxembourg, which is the country I know best, applies the rules on taxation that have been coordinated or harmonised in Europe. So the question you ask is answered in the decisions that the European Union has taken to date.
As for introducing a European minister for economic affairs, I would not rule out that idea. Some months ago, my friend, Jean-Claude Trichet, called for the creation of a euro area finance ministry.
