"The motion for a resolution relates to the inclusion of unilateral statements by the Member States in the minutes of Council meetings. In particular, worries have been expressed that the European Parliament may be passed over or disadvantaged. However, there is absolutely no need for the measures called for in the resolution. In its recitals, the report rightly refers to the evaluation of the declarations by the Court of Justice. This denies that the declarations have any legal force. There is therefore no reason to fear that Parliament’s lawmaking powers are under threat. That is why I believe that the Member States can continue to include their statements and declarations in the minutes of the Council meetings. I therefore voted against this motion for a resolution."@en1
