"More than 1 billion people in the world live under the weight of hunger, malnourishment and no food security policy. There are a number of reasons for this phenomenon, not least the volatility and constant increase of food prices since 2007. In addition to demonstrating the role of the EU and the Member States in seeking food security solutions, this report aims to create a joint programme of the European institutions and Member States towards achieving the Millennium Development Goals. Following the Commission’s tabling of the EU policy framework on food and nutrition security in March 2010, the role of small-scale food production, which constitutes the basis for developing economies, should be stressed. There is an urgent need to adopt clear and specific aid policies and programmes that take into account the diverse situations of developing countries. Learning on the job is essential to training farmers and to countries’ self-sufficiency. Moreover, there is a need for a clear commitment to research and innovation in order to increase agricultural productivity. These concerns should be taken into account in agreements with developing countries, and particularly economic partnership agreements with the African, Caribbean and Pacific Group of States."@en1
