"I welcome Mr Deva’s report on the financing of reinforcement dam infrastructure in developing countries. Water-related disasters, particularly floods, cost more lives than any other natural phenomenon and arguably cause the most destruction to property. Underscoring this point is the UN statistic that 2 billion people worldwide live in constant threat of severe flood damage. I speak with some knowledge of this issue, as my own home town of Clonmel in Ireland has been savaged by floods on a continuing basis for many years, with flood damage costing millions of euro and many people being unable to insure their homes and property because of the risk. In 2009, the Civil Defence had to be drafted in to help evacuate people from their homes. The problem of flooding is exacerbated in developing countries where access to emergency shelter and services such as the Civil Defence is limited. Creating a comprehensive dam infrastructure would help achieve this aim of moderating the risk of immediate flood damage in the developing world."@en1
