"Water is a scarce natural resource, which raises concerns over the fairness of its distribution. There is a need to rethink the management of fresh water resources in the context of climate change. Only 5% of the cultivated area in Africa is irrigated, less than 10% of the continent’s potential for hydroelectricity generation is being used, and only 58% of Africans have access to safe drinking water. The development of decentralised supply infrastructure is a key condition for guaranteeing the security of water supply in Africa and achieving the Millennium Development Goals. It is, therefore, necessary to improve storage methods, so as to ensure a reliable supply during periods of drought and retain excess water during periods of flooding."@en1
