"This report is important because I value its aim to find a comprehensive and transparent evaluation of the full range of options available to reduce the impacts of floods and meet water and energy needs. Despite the billions of dollars spent on flood management in the past years, globally, no other natural hazard has cost more human lives or proved more destructive to property than floods. I believe that the EU must promote the establishment of a global early warning system for floods and should finance capacity building and training in improved land management. In this field, priority should be given to ecosystem-based solutions and to making existing systems more effective and sustainable. I also would like to stress that any planning of dams should be evaluated according to five values: equity, efficiency, participatory decision making, sustainability and accountability."@en1
