"As water is a scarce natural resource, the management of water resources is certainly a major challenge that the world is facing, particularly in the context of climate change. If the construction of dams in developing countries guarantees a secure water supply and a whole range of indisputable benefits, on the one hand, the risks inherent to their construction should be, and must be, cause for reflection and concern, on the other. Dams, both natural and artificial, can fail or break, causing floods and landslides, which is exacerbated, in the case of natural floods, by the effects of global warming and by the black carbon deposits in glaciers, so accelerating their retreat, for example, in Bangladesh, Bhutan and Nepal.
I believe that it is important to adopt a multifaceted strategy in these regions, that dam building should be assessed in terms of environmental, social and economic impact, but also that developing countries have the final word in assessing their priorities and the cost/benefit relationship."@en1
