As we have a market on which vast amounts of goods circulate every day, imposing controls is a preventive measure designed to avoid the proliferation of arms which would lead to the situation spiralling out of control. We need to separate military use from civil use. While military use is subject to specific protocols and controls, the same does not apply to civil use, and sometimes we do not know what the final use of the product will be. This is why we need serious and proper regulation."@en1
