"All products, software and technologies that can be used for both civil and military purposes are considered dual-use items. As I have already had the opportunity to say, there is good reason for particular requirements and care to be attached to the way that the type of goods in question circulate and are used, as well as for rigorous respect for the international conventions applicable to them and for the list of items classified as such to be constantly updated. The purpose of the proposal in question is to create an EU regime for controlling the export of items and technologies of this type, so we cannot fail to prioritise transparency and security, even if the items covered by the proposed amendment of the regulation are destined for countries that, at least initially, do not pose a particular threat."@en1
