"I voted in favour of adopting the present report. It is gratifying that the European Parliament is paying increased attention to the Union’s capacity to provide aid in cases of disasters and catastrophes. It is necessary to emphasise the fact that over the last 30 years, the number of different kinds of disasters recorded the world over, including in Europe, has increased fivefold. This means that we should work out considerably more efficient methods for dealing with the consequences of this growing number of disasters. In my view, while the European Union is allocating more and more resources to this objective, its actual capacity remains far from sufficient. The latter should not be based on the use of resources offered – voluntarily – by individual Member States of the European Union. The Union should be building its own resources at pan-Union level. These would include, for example, a fleet of transport aircraft to be immediately available whenever humanitarian assistance has to be provided following a catastrophe or disaster."@en1
