"I supported the report entitled ‘Towards a stronger European disaster response: the role of civil protection and humanitarian assistance’. At present, when catastrophes or disasters strike, EU procedure does not provide for adequate and sufficient aid to Member States. Urgent action must be taken to improve the efficiency, effectiveness, coherence and clarity of the procedure. More efficient use of available resources will make it possible to avoid additional financial and administrative procedures, especially as concerns regional and local authorities. A more effective and timely response is a much more economical solution than simply dealing with the effects. Cohesive use of the available funds for this purpose will guarantee effective aid at each level. I refer to human resources and infrastructure. The provision of adequate aid will enable better identification of where resources are lacking and of the specific role played by the EU in the provision of aid to the Member States. I would also like to draw your attention to the need to amend the regulation establishing the Solidarity Fund. The criteria for seeking help from this fund must be adapted to the specific nature of individual regions, disasters and calamities. In addition, like in the case of other funds, it is also important to make it possible to mobilise resources in a flexible way and depending on the needs arising."@en1
