"I voted in favour. Parliament welcomes the communication from the Commission to the European Parliament and the Council entitled ‘Towards a stronger European disaster response: the role of civil protection and humanitarian assistance’ and its objectives. It emphasises that the proposals outlined in the communication should be further examined to fulfil the expectations for an enhanced, coordinated, consistent, effective, cost-efficient and visible cohesive and comprehensive European response. It underlines the need to rationalise and simplify the functioning of current European disaster response and to optimise the resources available for common benefit, whilst encouraging all Member States to contribute and thus guarantee European solidarity. It considers, accordingly, that the EU’s reaction capacity should form part of an integrated multi-risk approach. Moreover, it highlights the need to carry out ‘bottom-up’ delegated resources and information management. In other words, the initiative should come from the Member States, which can provide voluntary resources and expertise;"@en1
