We must take immediate steps to make sure that the rules governing the provision of these funds can be simplified, in order to obtain higher absorption percentages, reduce errors and increase efficiency. To ensure the legality and transparency of EU expenditure, we need firstly to find a better balance between rules and procedures, in order to make cohesion policy more performance-oriented and cost-efficient."@en1
