"This report gives us the chance to further discuss what we are doing as regards the cohesion policy. Over and above the broad principles that we identify every seven years, regional policy is experienced day by day in our regions. In the forthcoming discussions, it is important that Parliament takes up this matter. That is why I voted for this text. This report provides an excellent opportunity to take stock of how Structural Funds are managed by the newcomers. It also demonstrates how cohesion policy instruments differ and are not used uniformly across Europe. The newcomers have encountered a wide range of problems in implementing them. It is crucial that open dialogue on good management practices is maintained with all national and local authorities in order to improve our tools. Nothing is set in stone and our resources are continuously changing. Proof of this is the fact that a new category of intermediate regions is more than likely to be created. We started with the premise that the distribution of funds needed to be reconsidered on the basis of experiences on the ground."@en1
