lpv:translated text	"This own-initiative report looks at the problems and the reasons behind them, and the good practices during the current programming period (2007-2013). It also draws lessons for future EU cohesion policy. It tables a range of measures to improve capacity for absorption of funds: in other words, to improve the Member States’ ability to use the financial resources assigned to them by the Structural Funds and Cohesion Fund effectively and efficiently. It proposes a commitment to simplification combined with increased Member State investment in project preparation and project pipelines in order to successfully manage structural and cohesion funding.
