Member States therefore spend a disproportionate amount of time trying to manage and control these errors. The rapporteur takes the view that rules and procedures should be simplified in order to reach higher absorption rates, reduce errors and increase efficiency. At the same time, the right balance should be found between simplification and stability of rules and procedures. I agree with him."@en1
