"This is about measuring what a Member State and its regions are capable of spending in the way of structural and cohesion funding, so putting EU funding to better use as regards economic and social cohesion. Despite improvements in the reduction of regional inequalities, the report acknowledges that there are some cases where ‘there remain major differences in terms of their level of economic, social and regional development’. We have been condemning the contradictions and limitations relating to the absorption of these funds for a long time. The Member States are well aware of them, particularly those that suffer most from the effects of regional inequalities. The levels of national cofinancing have been one of the main barriers to better absorption, so it is crucial to create conditions whereby the Member States are able to fully absorb Union funds and put them to good use. The report acknowledges the effect of so-called austerity measures on the ability to cofinance projects, principally in Member States with higher numbers of disadvantaged regions, which represents a serious limitation to accessing these funds. It should also be stressed that the concern given to the need for national regulation, and for eliminating bureaucracy and complex procedures for accessing funds, is understandable."@en1
