"I fully support the objectives of the report. It is important to consider the coordination of research and innovation programmes, strengthening the role of regional and local governments, along with simplification of the procedures for updating policy priorities, allocation of part of the budget to small and medium-sized enterprises run by young people and businesswomen, and the link to the system for creating standards. Personally, I would like to focus in particular on the vouchers for innovation (and look at testing based on the credit/voucher principle) because they bring companies closer to the issues of technological development and innovation, creating a system in which the various parties – companies, universities, research centres and institutions – actively participate in the creation and implementation of innovative processes. This mechanism could provide innovative businesses with vouchers to spend at research centres or accredited public or private bodies, supporting the development of innovation. The vouchers would not be subject to cost reporting by the beneficiaries because their use would be certified by the centres using them. This would simplify procedures, supporting small and innovative enterprises. The centres could be accredited on a national or regional basis, and validated by a European body (such as the Joint Research Centre) which would strengthen their role, functions and cooperation with the industrial world."@en1
