"We voted against the recommendation. The proposed new Protocol to the Fisheries Partnership Agreement with the Republic of Cape Verde contains a reference quota of 5 000 tonnes of fish. However, this reference quota can be increased against a payment of EUR 65 for each additional tonne of fish caught, thus precluding a definite ceiling on the catch quantity. In light of the relatively low cost of each additional tonne of fish caught – in relation to the value of the fish – a financial incentive for EU fishermen to catch more than the reference quota could easily arise, thus contributing to the over-exploitation of fish stocks in Cape Verde’s waters."@en1
