"Mr President, ladies and gentlemen, I have voted overall in favour of Mr Koch’s report because I agree with its targeted approach inasmuch as it asks the Commission for a concrete, circumstantiated commitment to road safety, including the development of the proposed models into a fully-fledged new action plan. The plan must incorporate a set of detailed measures, with clear timetables and monitoring instruments to assess the progress made, as well as a mid-term review. Conversely, I did not wish to support the idea of appointing an EU road safety coordinator, which, in my view, would be likely to duplicate powers and generate an excessively bureaucratic mechanism. Of course, it seems obvious that achieving the target of halving road accident victims by 2020 would also require a financial commitment that currently appears to be difficult to achieve. In conclusion, however, I regret the fact that the Committee on Transport and Tourism was not bold or ambitious enough to accept a complete harmonisation of important road safety rules, such as standardising the EU direction of travel in the United Kingdom and Malta as well, as I proposed in an amendment which the committee chose not to accept."@en1
