lpv:translated text	"Mr President, this is a really comprehensive and important report. I have two observations. Firstly, the prevention of disasters has to be seen as being equally important as the response to them. Therefore, enhancing the EU emergency reaction capacity has to be linked with the Commission preparing an efficient EU strategy to reduce the risk of disasters and ensure their early identification. Secondly, I support the European Parliament’s call for the Commission to come forward with proposals for an EU civil protection force based on the EU Civil Protection Mechanism. That would better combine the resources necessary to provide both civilian protection and immediate emergency aid to the victims."@en1
