"Mr President, the earthquake in Haiti, the floods in Pakistan and, in particular, the events in Japan last spring, have shown us that we need to have a common European approach and strategy for dealing with disasters.
It is no good us sending multiple, uncoordinated civil protection teams from the different Member States which then arrive in the disaster zones at completely different times. As Mr Mastella said a moment ago, the Treaty of Lisbon provides us with a new legal basis on which to take the right decisions and on which to coordinate our response. However, let us use this new instrument in an active way."@en1
