"Mr President, ladies and gentlemen, many thousands of people die every year due to natural disasters and tens of billions of euro are lost. These are dramatic figures, and disasters are not always avoidable. Ms Gardini’s report is right on the mark in this respect, because it essentially identifies the two fundamental points in the new European civil protection strategy. The first is a thorough prevention plan, which can no longer be just the sum of the national prevention plans, and proper rules concerning prevention procedures. The second is the real, concrete idea of European civil protection, which cannot result from mere coordination but must be based on a genuine network. We have to move on from an emergency response requested by a country in relation to a disaster and the subsequent intervention, seen almost as a concession by another country, to a genuine strategy. With this hope in mind, I think the resolution adopted today is a useful one for the people of Europe."@en1
