"Mr President, I voted in favour of the Theurer report, but I would nevertheless like to emphasise a couple of points. Many EU States do not absorb the European structural policy funds. They cannot absorb them because they lack the expertise needed to use them and because they themselves are unable to pay the small cofinancing amounts. Of course, the European response must now be to send European teams of experts to Greece, and perhaps to Romania, too. However, I also believe that in future, we must tailor the programmes more closely to the most important needs of the weaker countries. Furthermore, large parts of the Europe 2020 strategy simply fail to meet the needs of the less development regions. They are too ambitious and too complex. Therefore, we must, in future, take more action to improve the expertise in these regions and we should not treat them like developing countries. Furthermore, it needs to be much easier to use private funds for the cofinancing of projects. That is also something for which we need greater flexibility in the next programming period."@en1
