lpv:translated text	"Mr President, ladies and gentlemen, we welcome the adoption of this report because it has the great merit of combining European programmes for research, competitiveness and technological innovation with the structural and cohesion funding allocated for these sectors. It is a necessary step in the right direction in its attempt to reorganise the existing schemes and programmes, with a view to producing a new long-term strategic policy. Strengthening convergence, consolidation and the EU’s global competitiveness – the last of which should be based on a cooperation model – are among the ways to achieve economic recovery and bring about a development model based on sustainable growth and job creation. Proposing a common framework, notwithstanding the obvious differences that exist in the European context, offers an opportunity to strengthen the European Research Area and devise a clear-cut convergence strategy. The outcome of all that will be to restore a proper balance in terms of access and participation."@en1
